Swimlanes - Fix scrolling and stick epic titles
What does this MR do?
- Fix max-width of epic titles so they can be sticky when longer than screen width
- Fix scrolling content showing above headers to the right of horizontal scroll
- Fix spacing around Add issue form
- Fix variable heights on list headers for consistency
- Hides Group by dropdown when user is not logged in
