Swimlanes - Detailed popover for epics and collapsed headers

What does this MR do?

This is the next iteration for Swimlanes.

• Adds detailed popover when hovering Epic title
• Collapsed state for list header when Swimlanes are active.
• Adds Issue without epic assigned line under Epics.
