Show Swimlanes column headers

What does this MR do?

This is the next iteration for Swimlanes. Requires to turn on feature flag Feature.enable(:boards_with_swimlanes, Group.first).

• Move board header out of board column for reusability
• Display Swimlanes headers when selecting Group by: Epics, on group board
• Some dead code was removed
