The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features. Context

This MR introduces a new library octez-crawler in src/lib_crawler which allows to follow an L1 chain. It is used by the rollup node.

It follows !7675 (merged). Next MR: !7685 (merged).
