Jump oscap image and fix oscap workflow

This MR updates the oscap image to bring the ssg definition file for Ubuntu Noble (24.04). In addition it also provides some fixes:

  • Ubuntu OSCAP scan: remove the profile standard which is not anymore present for 24.04
  • Fix a debian bug in oscap complaining with the absence of the file /usr/share/openscap/cpe/openscap-cpe-dict.xml
  • Fix OpenSUSE OSCAP patch

EDIT #1: Put in draft, the updated SSG policies for SLE breaks our patch for OpenSUSE. (tracked #152 (closed))

EDIT #2 (closed): REmove draft status, patch updated for OpenSUSE images
