Add support of openscap rules for Ubuntu 24.04

This MR upgrades the container image to Ubuntu 25.04 which contains OSCAP SSG rules for Ubuntu 24.04. This change has been applied on diskimage-builder (sylva-projects/sylva-elements/diskimage-builder!398 (merged)) and analyzed against an Ubuntu Noble (24.04) hardened image and the results are available here https://gitlab.com/sylva-projects/sylva-elements/diskimage-builder/-/pipelines/1915342095
