add logging related units to capm3-misc-rke2-virt-ubuntu CI deployment

This MR introduces the logging-related units to capm3-misc-rke2-virt-ubuntu CI deployment and on top of that introduces a dedicated configuration yml file for management and workload cluster. For the management cluster logging and loki units will be added and for workload cluster only the logging unit. Once merged it will be used by sylva-core MR sylva-projects/sylva-core!3045 (merged) which closes issue sylva-projects/sylva-core#1673 (closed).
