add logging related units to capm3 misc CI

Introduces separate unit files for management and workload ci testing for capm3 misc. sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!83 (merged) has to be merged before as it introduces the logging and loki unit to management cluster and logging unit to workload cluster. Closes #1673 (closed)
