automate Rancher roles management, creation and binding

⚠️ tmorin: I added a commit to update the tools/generate_json_schema.py to workaroudn #3276 (closed), in a dirty way, with #3276 (closed) filed to clean this up. I felt it was necessary because without merging this MR, which is otherwise ready, we block further integration of changes done in ci-deployment-values (where values have been added in 0.4.58 that require this MR to be usable). ⚠️

Global config for deployment pipelines

• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
