Update Thanos unit flags

Update Thanos components startup flags

Part of #2030 (closed):

  1. retention period - thanos-compact
  2. startup flags mostly related to object storage
    • storegateway - increase the amount of in-memory cached data from object storage (speed up postings and series lookups from TSDB blocks indexes); decrease interval for syncing the blocks between local and remote view from default 15m (Thanos Store Gateway might not get new blocks immediately)
    • compactor - update retention flags to decrease the amount of storage required: 2 days of raw data (normally 1 minute resolution) and 15 days of per 5 minutes aggregated data
    • receive - flush data to object storage faster so compactor can act on it more often and decrease the per compaction amount of data to be processed
