    pip-petsc: bdist_wheel is now part of setuptools v71 · 0902bb45

    The `bdist_wheel` command within the `wheel` package is currently
    deprecated and scheduled for removal. For the time being, keep our
    build dependency on `wheel` as stated in `pyproject.toml`.
    The extra, albeit unneeded, dependency on `wheel` does not harm and
    allows for running  under older EOL Python versions the newer setuptools
    no longer supports.
