74xGxx: Add X2SON and DRL(SOT) footprint to filters, expose NC pin for routing

Expose NC pin for routing on DPW (X2SON) packages when they were previously excluded from the symbol. NC pins use the free type to support routing through them.

Add correct footprint filters for components that support the DPW package.

Replace datasheet link to product guide with component-specific datasheets.

In some cases, the A and B pin numbers were swapped, but the gates were symmetric and pins unlabeled in the symbols, so there was no need to create a new symbol.

  • Give a reason behind any intentional library convention rule violation.
