Generate VSSOP-2.3x2mm (JEDEC MO-187-CA, TI-DCU)
This is a follow up using the same logic as !1141 (merged) to do the 2.3x2mm body variation (JEDEC MO-187-CA, TI DCU) and adds to the same region of the file. So that one should go first for reviewing and merging.

The usual manual -> IPC changes (new in blue). Note that the JEDEC standard has a looser value for L comapred to TI:

This will be removed in the footprint MR and symbols moved over.
