Generate VSSOP-8 3x3 0.65 pitch (was manually-drawn)

This adds a generation script for the VSSOP-8 0.65mm 3x3 package (aka TI DGK).

I have used the JEDEC MO-187-AA definition - in a few places it's slightly more relaxed than the TI numbers.

The JEDEC drawing is a little bit tricky to read (I hope I have it right). As I understand it, the body sides have a profile tolerance zone of 0.2mm (aaa) each side of centre (D/E1) so that's functionally +/- 0.2mm overall each.

And same for overall width E.

The result is the usual IPC style - slightly longer heel fillet and very slightly wider pads. Note that it gets the ends in the right place, unlike VSSOP-10_3x3mm_P0.5mm, which has a 0.1mm fudge factor for that. Blue is new:

Note that this also ends up renaming the results, as the manual ones snuck in (or were inherited in) with 3.0x3.0mm rather than 3x3mm. A symbol MR is also provided - many symbols use this part.
