Notify code producing `process_*` metrics is obsolete

Aleksei Lipniagov requested to merge alipniagov/drop-process-metrics into master

We remove process_* metrics probing from Omnibus, so this code should be no longer needed.

For now, we mark it as being obsolete and print the relevant message for compatibility reasons.
We plan to remove the code in the major release (14.0).

For the reference of what will be removed, check the diff in the commit
