Updates patch release pressure documentation

What does this MR do?

As part of adopting the new patch release process (gitlab-com/gl-infra&968 (closed)), the release manager dashboard was updated to reflect the current status of the maintenance policy for bug fixes (gitlab-com/runbooks!5795 (merged)). This commit updates the patch release pressure:

  1. With a section to guide release managers on how to use this information to trigger a patch release.
  2. To highlight that patch releases should only be done for the current version, this respects the current status of the maintenance policy.
