Updates patch release pressure on release manager dashboards

As part of adopting the new patch release process (gitlab-com/gl-infra&968 (closed)), the 'Pick into x.x' label has been deprecated. This commit updates the release management dashboard to:

  • Remove panels referencing the 'Pick into x.x' labels
  • Removes 'not ready to use' from the panels' title
  • Moves the new patch release panels to the Summary section.
