Allow to run team summary for specific teams

What does this MR do and why?

1. Add a PeopleSet#slug method
2. Allow to run team summary for specific teams. This is useful to enable a specific policy for a specific group or stage.
3. In this MR, we're enabling the team summary at the gitlab-org level for the groupeditor extensions group, as requested in gitlab-org/quality/engineering-productivity/team#358 (comment 1723024857).
