Implementation: Ability to purchase Add-on Storage for GitLab.com

Description

Currently, we have a 10GB/repository limit with no option for users to increase their storage. I propose we implement on-demand pricing for additional storage of project and wiki files, Git LFS files, attachments, build artifacts, and images in a project's container registry.

Proposal

Let users either buy additional storage packages or increase the per project limitation in paid plans (or better, both!)

Where is this at? Even as an indie developer we have a 40GB LFS repo on GitHub. The lack of support for >10GB LFS repos is a show-stopper for most game devs.

+1 We have a current customer on GitLab.com Gold who is requesting additional storage.

10gB is particularly small for the container registry. If you have a single image and store only one or two tags maybe Gitlab Registry is an option, but it's essentially unusable for all but the tiniest projects. Amazon ECR can support real containerized applications and it'd be great for gitlab to support containerized applications too.

I do not think there are any limits on container registry at the moment.

@tipyn, hope you don't mind changing the milestone on this issue to Q3. Based on the rough timeline in the group storage limits epic, this should be unblocked around that timeframe. Happy to discuss more specific timing.
