Implementation: Ability to purchase Add-on Storage for GitLab.com

Description

Currently, we have a 10GB/repository limit with no option for users to increase their storage. I propose we implement on-demand pricing for additional storage of project and wiki files, Git LFS files, attachments, build artifacts, and images in a project's container registry.

Proposal

Let users either buy additional storage packages or increase the per project limitation in paid plans (or better, both!)
