Buy more space for artifacts/images
Problem to solve
We have a 10GB limit for projects, but once you factor in large artifacts and Docker images, you can exceed that limit pretty easily. While we don't have a hard limit on these things (just on the repo size, iirc), we should let teams buy additional capacity for their total storage needs.
