Limit number of files per pages site

What does this MR do?

It was a temporary FF to control the date when we enable the limit.

We warned users violating the limit, tested it in production and enabled FF for everyone.

So we can remove the FF. If users want to disable this on self-managed, they can follow these docs: https://docs.gitlab.com/ee/administration/instance_limits.html#number-of-files-per-gitlab-pages-web-site
