What does this MR do?
After !52814 (merged) got merged, I realized that Danger wouldn't post the information message about the title update, because after updating the title, it creates a new pipeline, which immediately cancels the current pipeline (including the danger-review job itself), thus the message that it should have posted is never posted.
This MR improves that so that an information message is posted when the title includes the [RUN ALL RSPEC] [RUN AS-IF-FOSS] flags (so after the title was updated).
