Allow commit messages with less than 3 words (Danger will only warn about it now)

What does this MR do?

A lot of documentation-only MRs are done by community contributors via the Web IDE. Most of the commit messages are the default one, i.e. "Update ".

In those cases, it's annoying to get Danger failures so we can just make them warnings as these commits aren't used in troubleshooting production incidents anyway.
