[RUN AS-IF-FOSS] Global Search - Bold Issue Search Term (sanitized)

What does this MR do?

Adds in bold (via span tags) for search terms in the Issues scope. The feature works for both Basic Search (using the ActionView::Helpers::TextHelper::highlight method) and Advanced Search (using Elasticsearch highlighting).

This MR fixes an issue in !!41411 (merged) that caused it to be reverted.
