What does this MR do?
This is next iteration for Swimlanes, this work is behind feature flag boards_with_swimlanes.
- Sticky headers
- Add issue form in unassigned issues lane.
- Epic titles stick to the left.
- Fixed third assignee avatar hovering header when scrolling.
- Collapse/Expand epics
