Allow cloning of all out of the box dashboards

What does this MR do?

The CloneDashboardService is currently restricted to cloning the common_metrics.yml dashboard. As we add more out of the box dashboards, we need to allow these dashboards to be cloned by users.

This MR changes the CloneDashboardService to allow any out of the box dashboard to be cloned.
