Edit dashboard button doesn't work for self monitoring default dashboard

When the Edit Dashboard button is clicked, it shows an error saying that "config/prometheus/self_monitoring_default.yml" did not exist on "master"
.
Steps to reproduce

- Create the self monitoring project.
- Go to the self monitoring project and open the Metrics dashboard (Operations > Metrics).
- Click on the
Edit Dashboard
link.

- There should not be an Edit Dashboard link.
- Since the default self monitoring dashboard is a GitLab-defined dashboard, there should be a
Clone Dashboard
link in the dashboard selection dropdown, as described in the docs.
