Include Gitlab UI utilities
What does this MR do?
The smallest MR is the biggest MR! This makes the Gitlab UI utility classes available in Gitlab. It is predicated on merging !30501 (merged) & !27610 (merged) and will be followed by more renaming, deletion and documentation.
