Add rules for utility CSS to Danger

What does this MR do?

Part 2 of !27610 (merged). This discourages developers from adding new classes to the common.scss file and utilities.scss file in favor of using existing or Gitlab UI–compatible utilities.

Another step in #36857 (closed).
