Draft: Add Ukrainian translations for AI Catalog status badge strings
What does this MR do and why?
Adds Ukrainian translations for four AI Catalog status badge strings in locale/uk/gitlab.po that were previously untranslated (empty msgstr).

Linguistic notes
- «Очікує схвалення» — imperfective aspect mirrors the durative "pending" state; «схвалення» is the appropriate register for admin authorization (vs. heavier «затвердження»).
- «Готово до увімкнення» — neuter impersonal form avoids gender agreement issues since the badge is context-independent; «увімкнення» is standard tech Ukrainian for enable/activate.
- Role names «Власник» (Owner) and «Супровідник» (Maintainer) follow established GitLab Ukrainian localization conventions.
