Show correct tooltip text on 'Ready to enable' badge on managed agents and flows

Problem

Currently, when an agent or flow is "ready to enable" on the TLG group first, we show the yellow badge on Catalog List Items. When it is "ready to enable" on the project itself, we show the green badge. However, the tooltip says the text in both cases: that the project maintainer can enable it. Instead, for the yellow bade case, it should say that it has to be enabled by a TLG owner first.

How/Where to reproduce

  1. Go to PROJECT > Automate > Agents, e.g. https://gitlab.com/issue-reproduce/ai-catalog-test-project/-/automate/agents
  2. Create an agent
  3. Go to the 'Managed' tab
  4. Agent should have the yellow 'Ready to enable' badge with the wrong tooltip text

Proposed Solution

It should say that it has to be enabled by a TLG owner first.

If there is no tooltip text available yet, this work item should be done in collaboration with UI text. It's also possible that the correct text is already in the codebase, and we by mistake show the wrong one.
