Update workhorse gitalyclient dependency backport to 17.9

What does this MR do and why?

Backport !187768 (merged)

In gitaly!7753 (merged), Gitaly updated go-grpc to 1.71.1 to fix some issues (e.g. https://gitlab.com/gitlab-com/request-for-help/-/issues/2604 and https://gitlab.com/gitlab-com/request-for-help/-/issues/2599). In that MR, gitalyclient package is updated too. And the changes in that MR is backported to 17.9 in Gitaly in gitaly!7772 (merged).

Workhorse as a client using gitalyclient package should also be updated to take that changes. This MR works on backporting gitalyclient package update to 17.9 statble.
