What does this MR do and why?

This MR finalizes the BackfillPartitionCiRunners background migration on .com that was completed earlier this milestone. We need to take on the complexity of performing the necessary migrations separately for .com if we are to meet the goal of launching Cells 1.0 in January 2025 (%17.9), which is just after the next required stop.

I didn't update the YAML dictionary file's finalized_by attribute, since we'll still have the non-.com portion to handle, but I'm not sure if that's the correct method (asked in Slack here). UPDATE: Alex Ives confirmed that this shouldn't be changed until it is finalized everywhere.
