ci: Detect 'pipeline:expedite' even when used alone

What does this MR do and why?
Oh yes sorry! We actually allowed to set pipeline:expedite without master:broken or quarantine with gitlab-org/quality/triage-ops#1424 (closed) / gitlab-org/quality/triage-ops!2566 (merged) but I forgot to change the CI condition accordingly.
