Remove the 'Workflow::ExpediteLabels' processor

What does this MR do and why?
This MR removes the Workflow::ExpediteLabels processor as we found it's not useful for a few use-cases that aren't solving broken master.
Instead, we trust people for using in a sensible way and we'll monitor the usage to ensure it's the case.
Expected impact & dry-runs
It could happen that people abuse the label, but I doubt it.
