What does this MR do and why?

Following up where introduced back our feature flag in %16.9 and backported in 16-9-stable-ee.

We can now remove our feature flag again but this time in %16.10.

We also added a note to the gitlab upgrade documentation to make sure self-managed using zero downtime deployments are aware of this.
