Introduce back ci_pipeline_variables routing table FF

What does this MR do and why?

Backport of !144711 (merged) to make sure the new table introduced in %16.9 is accessible by the application as it was introduced in a post migration.

Avoid breaking self-managed users when using zero downtime deployments.
