Revert remove FF ci_partitioning_use_ci_pipeline_variables_routing_table

What does this MR do and why?

This MR reverts !143905 (merged) to make sure the new table introduced in %16.9 is accessible by the application as it was introduced in a post migration.

We will backport this MR to %16.9 in a follow up.

Why are we doing this?

Avoid breaking self-managed users when using zero downtime deployments.
