What does this MR do and why?

  1. Adds context for migrations that have disabled BackgroundMigration/DictionaryFile cop.
  2. Removes the Grace period since there were no cop complaints in #f_rubocop internal slack channel in the last week.
  3. Handles ignored introduced_by_url keys (with issue link) from !137970 (comment 1674316703).
