Update collapsible title color font and size in new navigation
What does this MR do and why?
Updates the collapsible menu sections to match the design vision in Figma. This helps visually differentiate these sections from the page items listed underneath them.The Admin Area and Your work are intentionally unaffected and will be addressed in subsequent issues (#410137, #410142, &5093)
The merge request one is trickiest because it is linked with our shortcut buttons in the sidebar which might change our direction like in this mockup.
