Restructure the Admin Area to isolate collections from single pages

Problem to solve

The Admin Area was ported over into the new navigation in #406757 (closed) but it left the context unorganized.

Proposal

Reorganize items the sidebar to not intermix collections with single page items. Move the Dashboard page out of the Overview collection.
