Configure gitlab.com/gitlab-org/gitlab.git to be proxied by passthrough proxy

Overview

With the issues below we've configured git, web, and api fleet to be proxied via the passthrough proxy:

• Configure gitlab.com/api/v4/users/210928 to be ... (#471274 - moved)
• Configure a test repository to be proxied by pa... (#471275 - moved)

Now we want to test a larger project to get more data on the git fleet by proxing all git requests to the https://gitlab.com/gitlab-org/gitlab.git project.

Action Items

• Add a new route via terraform to proxy with the worker the gitlab-org/gitlab.git route. The rollout should be a change management issue.
