Configure a test repository to be proxied by passthrough router

Overview

We want to configure a single project route to test the passthrough proxy which will test the web, api, and git fleet.

Action Items

• Create a simple Git project under https://gitlab.com/gitlab-org/tenant-scale-group/
• Add a new route via terraform to proxy with the worker to the new project route. This change should probably go through a change management issue.
