Configure gitlab.com/api/v4/users/210928 to be proxied by worker

We want to configure a single API route to test the passthrough proxy. The route will be https://gitlab.com/api/v4/users/210928

Action Items

• Add a new route via terraform to proxy with the worker the /api/v4/users/210928 route. This change should probably go through a change management issue.
