Configure gitlab.com/giltab-org/gitlab to be proxied by passthrough proxy

Overview

With the issues below we've configured git, web, and api fleet to be proxied via the passthrough proxy:

• Configure a test repository to be proxied by pa... (#471275 - moved)

Now we want to test a larger project to get more data on the web fleet by proxying https://gitlab.com/gitlab-org/gitlab/*

Action Items

• Add a new route via terraform to proxy with the worker the /gitlab-org/gitlab* route. The rollout should be a change management issue.
