Add filter by failure reason to admin jobs page

As an admin, it's difficult finding the jobs you need from the Admin > CI/CD > Jobs page. Filters are limited. Now, you can filter by a specific failure reason.
Problem to solve
As an admin, there's limited filtering capability on the Admin Jobs page. It makes it difficult to find jobs you want, especially the failed ones since those are the ones that need to be fixed first. There are a few other filters being added, but they are currently behind an FF - see more in !123131 (merged).

The user should be able to filter by failure reason.
Proposal
- Add a failure reason filter key (currently the filter bar is behind an FF - see more in !123131 (merged))
- Failure reasons can follow the list that we have here: https://gitlab.com/gitlab-org/gitlab/-/blob/2538af7d420d050dab19b2a3fc6e9376b96a3acc/app/models/concerns/enums/ci/commit_status.rb#L13-13. We'll need to work with Technical Writing to ensure this list is readable.
