Allow filtering by label on incident list

Problem to solve
From @jarv: We use labels for everything, i.e. Root Cause Analysis, Service Levels, Incident:Mitigated (status), etc.
In it's current state, users aren't using the Incident List because they can't filter by labels like the can in the Issue List.

User experience goal
Users are able to use the Incident List to quickly triage and see an overview of their Incidents; they don't need to go back and forth between the Issue List and Incident List.
