Docs site typescale redo

Based on stakeholder input and UX research, the docs site visual design, including the typescale, needs to evolve.

Improve visual hierarchy of docs.gitlab.com (epic) The typescale was discussed in this thread, and here’s the resulting design. The issue is closed, but it doesn’t look like this issue progressed based on the decisions there.
