[Feature flag] Remove save_issuable_health_status flag

save_issuable_health_status is defaulted to on(#209881 (closed)).

Now we need to perform the following:

• Remove the feature flag from backend
• Remove the feature flag from frontend
• After the flag removal is deployed, clean up the feature flag by running chatops command in #production channel
